Legal Question in Employment Law in India

I joined Customs & Central Excise Department as Inspector in February, 1992 (The appointment letter was issued in February, 1992). The examination for the post was held in 1990 and the result was declared by SSC in August, 1991. Should my seniority be fixed with the promotees of the year 1991 (the year of declaration of result) or the year 1992 (the date of actual joining). Please explain with relevant court judgement.
