Are there any norms/standards in India regarding the safety of machinery? An Italian company is willing to export lab apparatus to India and therefore want to know if there are any safety standards prescribed?

Yes. It depend upon the indutry. Ther are usuall guidelines to be followe as per licence condition.

it would certainly depend upon your agreement with the italian company whether you buying the lab on as is where is basis or the agreement stipulates certain safety standards. in case you import the machinery without following the guidelines, the lab may not be delivered to you though imported.
