Legal Question in Real Estate Law in India

I m planning to buy a re-sale flat in Mumbai (Western). Building is 25 years old, but doesn't have occupancy certificate (OC).

Please suggest whether i should proceed further & buy the flat.

Also, if i go ahead and buy the flat then what problems i would have to face in the future.

Unless you know reasons for non issuance of OC, problems are difficult to guess.
