can a person with no proof of being tenant claim tenancy? under what act or code is this covered?

Without proof it is not possible. You can show any document in your name on that address.

Mr. Grover is right. unless the landlord accepted him the tenant in his pleadings,a tenant without documents is no tenant but a trespasser.
