is the power of attorney/speciall power of attorney given to the buyer for purchase consideration and documents registered with the registrar expire after 12 years period (twelve years period)

The attorney deed must be studied to advise. However, you have not stated whether the seller has sold the property to any third party etc. If not, issue lawyer notice and file a suit immediately.
