Legal Question in Real Estate Law in India

Respected sir,

i am central government employee of india and one of our staff member does fraud but department is not taking any action to recover amount of fraud from herself and liable us to be subsidiary offender and provide me charge sheet with amount of recovery.

can u tell me what is the procedure of attachment of property for recovery of the fraud amount from that person who has committed the fraud
