Storage Facility
Can a storage facility raise their rates at will and disclose to someone other than the renter information about payments or what is owed?

They can pursuant to their contract, and if no contract, they can. They can release that information unless there is a duty of confidentiality and privacy.

As for your first question, the rats increase depends on your contract. About the second question, you leave out a lot of facts about the circumstances and I have no good answer for you.
