civil law settlement

If a plaintiff agrees to settle with a defendant, but the defendant doesn't pay the full amount agreed upon at the time of the signing, can the plaintiff then withdraw the settlement agreement and go to court?

You do say what kind of settlement. Settlement generally refers to settling a lawsuit but from what you have written there is no lawsuit. So it would be just another contract which has been breached by non-payment - or it sounds from your description.
