Is legal notice required to file acomplaint before the district forum to a public servant under consumer protection Act ?

Thanks for referring an interesting question of law involved in the matter. I had carefully gone into the facts narrated by you in your reference.
When a complaint before District Forum is to be filed against a public servant in the capacity of public servant , a legal notice is required to be served under Consumer Protection Act.
