I sent an attorney a personl check to pay in full a court ordered debt. She returned the check, marked void, said she needed a nmoney order instead. Is this a refusal to accept payment? Does this void the debt?

No The attorney for the creditor can condition payment on immediately available funds-too many people have bounced checks so most credor'd attorneys require amoney order or certified funds
