Seller refusing to sign over car title

I have recently purchased a cheap car from a relative and she has refused to sign the title over to me so I can get plates for the car. She also is going to report the car as junk. I have a protective order against her for harrassing me and this is just for spite. I have all of my receipts for the car.

Your best bet is to file suit in small claims court-ask for alternative remedies: 1) for an order mandating her to signover the title or face sanctions for contempt of court; 2) for an order directing the BMV to issue a duplicate title or new title in your name

The vehicle should be protected in case she reports it as junk, i.e. lock it in a garage or cover it
