I moved out of state back in February to get away from a severe domestic situation with my child's father (who is also a LIFETIME registered Sexually Violent Predator) he's NOT on my child's birth certificate and is currently incarcerated until sometime in June and there is currently no paternity / visitation order in place. He doesn't know where we are, does he have any rights to my child? I'm scared of him ...

He has the right to file for paternity and to even seek custody or parenting time. Whether he would be successful in obtaining custody or parenting time is doubtful based on what you have stated,
