My brother agreed to do some plumbing work for me at my husband's old residence (which we sold) and the agreement was that I would pay for parts but the labor was free. This agreement wasn't written, it was oral (if not implied) and there were no witnesses to this agreement. Now, two years later, my brother is claiming we suddenly owe him all the labor costs and will take us to court for them if we do not pay. Can he just change the "terms" of the agreement and get the money? Had I known we would have to pay labor costs I would have NEVER agreed to the work.

Can he just change the "terms" of the agreement and get the money? No. He would have to lie about the original terms of the agreement and then convince a court he was telling the truth.
