if someone is helping you fix your car and tears it up, can you get them to pay for damages?

It depends upon what you mean by "tears it up". If they had an accident with your car, you can place a claim with your insurance. If they mechanically damaged your car in the course of a repair, you could be due the costs of repairing the damage.
