Legal Question in Civil Litigation in Indiana

Recently I had several Clarksville, Indiana police officer come to the hotel where I work and demand a complete list of all registered guests, names, addresses, and room numbers. I refused to give the list without a court order. The officer told me that it is state law (IC 16-41-29-2) and that I must give them the list. A friend told me that 5 USC 552 supercedes this and that the statue simply means that I must not delete or alter these records not that I have to give them to any law enforcement agency that comes in off the street. Who is right in this matter?

You should not be making these decisions. The decision is to be made by the owners of the hotel. Forget about what the amateur lawyers tell you about statutes and the law.
