Who advised you to file I-601? Are you sure that this applies to his situation (or will help)?
Before you start filing and paying filing fees to the USCIS, I suggest, you consult a good immigration lawyer. If you feel that after consulting a lawyer you have a better idea how and what to file, you can apply by yourself. Otherwise, you will need a lawyer - especially if your husband is in the Immigration Court removal proceedings.
