If her intent is to marry you, a US citizen, and move to USA - a Visitor's visa application can be denied. Has she tried to apply for a Visitor's visa already? Has she ever traveled to USA on a Visitor's visa in the past?

Even if she already has a Visitor's visa, there could be an issue of "immigrant intent".

A Fiancee visa would be the most appropriate for a fiancee. However, you have to have proof that you met in person within the past 2 years.
