Yes, you can help her to become a lawful (legal) resident of the United States, and later - a citizen.
You will need to petition for her with the Department of Homeland Security (USCIS), and at the same time, she can apply for a green card and a work permit.
If you need help with the process, I'd be glad to help. In this kind of cases, I work with clients from all over the country, as the paperwork is going to be filed with Chicago.
I offer legal consultations and can assist in matters of the U.S. federal immigration law to clients from all 50 States and internationally. If youd like to schedule a confidential telephone or email legal consultation, need legal advice or help, please let me know and Id be glad to help you.

Note: The above response is provided for legal information purposes only and should not be considered a legal advice; it doesnt create an attorney-client relationship. If you would like to request a follow-up confidential advice on your specific situation and regarding U.S.A. immigration-related issues, we can offer a paid consultation by telephone or email to clients from all States and globally. You should be able to apply for an adjustment of status with the assistance of a joint-sponsor (e.g. a US citizen who does make enough income to meet affidavit of support requirements).
