Legal Question in Immigration Law in Indiana

What is the best way for a Mexican citizen to get authorization to come to the U.S. to get his pilot's license. I know that foreign citizens must get approval in order to take flight classes, but what type of Visa should he try for? Is there a way to get a Federal Court order for his admittance?

They should get a student visa, F-1. First step would be to contact the school and get a form I-20, so you can apply for a visa at the US consulate in Mexico.

Federal courts do not deal with this sort of issues.
