how much will it cost to file my husbands papers for his citizenship, and can he still be approved even though his original visa expired two years ago?

First of all, if he is in unlawful status (illegal), there is no way to file for his citizenship at this time. What he can apply for is called a "green card" or permanent residency in USA (provided that he is married to a USA citizen).

Only after being granted a residency and being a resident for a required number of years, can he apply for a citizenship.

Mimimum filing government fees for a marriage-based application for a green card is $1,365.
