Your question is too general and vague. Sometimes it is legal and sometimes illegal. Downloading a copyrighted movie without permission is generally copyright infringement, which is a violation of the Copyright Act in the US. In some foreign countries it is legal, but not in Indiana. However, few people ever get sued for downloading unless they also upload (which is what simultaneously happens on torrent sites.) Give me your name so I can alert the copyright police! Oh, that's right, there aren't any copyright police. It is a self-help world for copyright owners and their associations, some of which watch closely for piracy like you apparently propose to do.
