Is it o k for three or four police cars from a nearby town to invade your driveway and leave their cars there unattended to make an arrest at a nearby apartment building and not tell you what is going on? I'm thinking that they shouldn't be able to

There are no particular rules about the mechanics of a particular arrest. If you have issues as to the conduct of the police, make an appointment with your chief of police and express your concerns politely.
