Legal Question in Real Estate Law in Indiana

I got a VA appraisial for a house in Indiana that I would like to buy, and there are a few things that need to be fixed before the appraisial will go through. The seller is having the house go into a short sale and does not have any money to pay for the cost of repairs and is refusing to do anything to the house. Is there any way I can go in and make the repairs to allow me to close on the house?

The seller can always invite you to come make repairs, just like your brother-in-law can, your best friend, etc.. There is no way to COMPEL him to allow it, or to protect you if you make the repairs and then things fall through for some other reason.

Probably not a good idea. First of all, it may not be permitted under VA loan rules and regulations. Second, if the sale doesn't go through even if you make the repairs, you might not be able to recover your costs.
