before a case can get into a federal court, does it first have to go through a state court system?

It depends on a couple of different if a case is removed to federal court, but cases can be filed in state or federal court if they meet the guidelines.

No. Federal court is a different court system than state court. Depending on the claim the cause of action it can start out in either court; of which you have to make a choice of venue.
