Construction liability
New house under construction; city code is to install backwater valve. Sub contractor had housing to it installed but not the insides due to possibility of debris, the City plugs the sewer forgetting that this new house is on that line and the basement fills with water causing 60,000 worth of damage. Who is liable

In general, the general contractor is liable to the owner for all harm created during construction, prior to acceptance. Usually the GC carries builders risk insurance to make the owner whole. As to who is responsible between the GC and Subcontractor, this is a question of fact under law which can only be determined by careful analysis. I cannot be more determinative, since I am not licensed to practice law in Iowa. I am only speaking in general terms.
