Legal Question in Family Law in Iowa

A lady has custody of her child and lives with her boyfriend with his 2 children. Her boyfriend could not del with HER child so she gave him over to her mother a few years ago. But she herself gets the custody money from her ex because he thinks she still has the child. Shr also gets welfare for the child while he is not even with her. She keeps all the money plus works. The child is now 16 and has quit school while living with the grandparents. She often brags about getting funds to everyone and neighbors are getting upset with the welfare and custody system on letting this slide by. Is this legal?
