Legal Question in Family Law in Iowa

I am wondering about Child Support laws in Iowa. I lost my parental rights to my son when he became A Child in Need of Assitance and DHS took over guardianship when he entered a Group Home. I learned tonight that my driver's license has been suspended since November 2016 for Non Payment of child support. How was an Order established without my knowledge and when I didn't have parental rights? Help
