My cousin is a citizen and he was arrest for theft 4 and parol for 6 month is he going to be deport or not and he want to apply green card for his mother is he can do it ?

A US citizen normally cannot be deported. Under rare cirumstances, a naturalized citizen MAY be subject to "de-naturalization" proceedings, but that is very rare.
He should be able to file for his mother, since the immigration petition he would need to file does not ask for his criminal history. However, should this issue come up at any immigration interview, he is obligated to tell the truth and disclose his criminal record. However, as a US citizen, he is entitled to file a petition for his mother.
