Got father and mother in law lived out in country two towns built an airport right by there house or acreage didn't offer them much to sell.It is a 11 acre acreage there house is on gravel road and now the building plans for airport need 1/4 acer to build new cement road to airport they have offer my in laws 4000.00 for that area of ground, but family feels that is not enough, the people in charge of airport said either they take the money or they are going to take the land eminent domain can they do this and is there anything I can do

If this is a governmental entity, eminent domain is a possibility, but that does not mean they do not have to pay for the land. They should contact a real estate attorney in their area to review the facts and provide specific advice.
