myself and partner and 3 kids want to move to usa for good can this be done? and what visas would we need?

Maybe, if you are eligible for immigrant visas or some other long-term visas to USA. There are many differrent types of visas: immigrant (green cards) and non-immigrant visas. You can't move on a Visa Waiver. You need to have appropriate visas.
You need to provide lots of additional information about self to enable an immigration attorney to advise you.
