Running a Gambling\beating Site - Can I create a site with paypal which asks users to bet on something and then the user whom bet right gets the money?
Is there some legal issues involved (the site will include Terms of Use etc...)

Generally, Israeli law does not permit the operation of a gambling website. You would need to find a jurisdiction (country) that permits the operation of gambling website and locate your company there.
