Can the state of Kansas keep all back child support if the custodial parent signed off on it and and judge signed off on it

There are few things that a judge cannot order the state to do with funds. If none of the effected parties object, there may be nobody to complain.. But, if the state doesn't credit someone"s obligation (the most reasoned purpose for having the state retain funds) there may be little that the obligor can do to protest.
