Court ordered visitation for out of wed-lock child

My son-in-law and daughter would like to have court ordered visitation rights for ''his'' 4 yr old son. The child was born to his former girl friend but they never married or lived together.My son-in-law has made regular child support payments and is current on them at present.The former girlfriend has allowed visitation up until recently. But is not allowing it now.Can my son-in-law obtain court ordered visitation rights and how should he go about it?

They should contact legal counsel to file a Motion to determine paternity and establish custody and child support. Dad should be paying child support thru the court system in order that he be given proper credit for having done so.
