Legal Question in Immigration Law in Kansas

I have a bachelors degree in Business administration from the US (minor in finance but does not show on diploma) and a bachelors in commerce from India (3 year degree) can i qualify for an H1b? will it based on US degree or Indian degree? Please help!. Also are they still accepting application for H1b?

Yes, with a Bachelor's degree and a job offer which requires such a degree, a person can qualify for H-1B visa.

As far as I know, a quota for cap-subject H-1B for FY2010 is still open.
