A foreign born citizen who is visiting USA gives birth a child in USA, would the child be considered as US citizen by birth?

Yes, child will be a citizen by birth. However, a foreign parent will have no right to remain in the USA after giving birth. Also, under certain circumstances, a foreign parent may be banned from coming to the USA as a visitor in the future (e.g. applied for medicaid, didn't pay hospital bills, etc).
