Legal Question in Immigration Law in Kansas
I live in Doha, Qatar, presently. I am Jordanian. I am married with 3 children under age 13. I attended penn valley community college, in Kansas Mo. from 1990-1992. I received an associate Degree.
I moved back to Doha, Qatar after graduation. I am now interested in living back in Kansas MO., with my family for a better lifestyle. I also have a brother which is a U.S. Citizen, living in Kansas. I have also just obtained a U.S. Visiting Visa Multi Entry valid until 2014. Please advise me how I can legally obtain Permanent Residence in the U.S?

On a visitor's visa you can merely visit the USA for a periods of time up to 6 months at a time. You can't move to USA on a visitor's visa.
If your brother is a USA citizen, he can petition for you (and your dependent family members). However, you don't have to be in USA, and can't await your priority date in USA. The timeframe for this process is going to be about 10 years (for your priority date to become current, and visas to become available to you and your family).
