how do heirs get copies of dead parent's POA and will?

First, a Power of Attorney is no longer valid upon a person's death. If someone has initiated a Probate Court proceeding regarding the will, then heirs should have received written notice through that process. If you are unsure, you can contact the Probate Court. If nothing is pending in Probate Court, then contacting other heirs and family members may be helpful.
