child custody

My dauter is 15 yrs.old,lives with her father in ky.he has custody but she wants to move to phx. az.to live with me.he says no what can i do?

Before a complete answer could be given, it would be necessary to know whether the court orders regarding custody are from KY or AZ.. (or elsewhere). The Uniform Child Custody Jurisdiction Act would probably require proceedings to be brought in KY, but there are too many variables to state this with absolute certainty.
