I live in Louisiana so can I be sued in court for a charge-off balance

Yes. A "charge off" is just an accounting measure, it does not cancel the debt. Whether you owe the debt is another consideration. You should talk to a consumer lawyer to see if you owe the debt or if you have defenses to payment. A debt being charged off, by itself, does not mean you do not owe the debt.
