Legal Question in Credit and Debt Law in Louisiana

Statue of limitation on old bill

I medical doctor says he didnt bill us for a procedure 2 years ago. Now he sent us a bill. I don't know for sure if we paid him or not. I think I remember having to pay the coopay before the procedure. But not 100% sure. This seems too long ago to be asking for it anyway. Should we pay? He is saying he'll give us 30% off if we pay within 30 days.

Is the letter from your doctor or a collection agency?
