when you are under a narcotics investigation, the detectives have searched your house didn't find drugs or guns but takes a surveillance hard drive and a phone, what part of the process is this?

If the Law enforcement officers took a hard drive and other items, they intend to forensically examine those items for incriminating evidence. Law Enforcement should only take items if they have/had a search warrant which I suspect they had since you were/are under surveillance. And I am guessing this is the Federal authorities. Feds will investigate a very long time before they swoop in for an arrest. I would advise very strongly to pay close attention to what is discussed on any communication device as it is very, very common for the Federal authorities to obtain a wire tap authorization.
