Legal Question in Family Law in Louisiana

Name change of a minor

My step-daughter was born in Lousiana. We live in Texas now. We completed the process to have her name changed here in Texas, but the people at the records office in Louisiana will not allow us to use the judge's ruling from Texas to change her Birth Certificate. Did we waste our time and money?
