When answering a civil petition in state court, do you count weekends as part of the 15 day deadline?

Yes. However, if you need an extension of time, they are routinely granted simply by calling the attorney or person that filed the Petition.
Yes, unless the 15th day is a weekend or holiday. Then the 15th day is the next work day.
And, if the attorney or plaintiff refuses to give you an extension of time (which is very rare), the Court will grant you a 30 day extension of time if you file a written motion for extension of time. Many clerks of court also have forms for extensions of time in their office, so that all you have to do is go in and fill it out, then have it signed by the Judge.
If you get an informal extension from the plaintiff or his attorney, you should confirm the agreement in writing, either by letter, fax, or email.
