What action can you bring against an expert witness who subseqently takes another position and changes his position, testimony or opinion?

Your question is far to vague to give a definitive answer. It depends on many factors, including the area of expertise. Since opinions are just that, unless you can prove he lied or misled the court by knowingly using false data, then he has a right to change his opinion. If he were to render his opinion on the same subject his previous contrary position can be used to impeach his current testimony.
