juvenile shoplifting and parental responsibility

If a juvenile shoplifts $33.00 in goods from Target in Louisiana and all goods/products are returned in good condition before leaving store, does the store have legal rights to submit a bill to parents to pay $283.00 and force them to pay?

If the merchandise had been returned undamaged then I see no legal reason for the parents to owe the store anything.

We ahve a statute that allows the merchant to charge a shoplifter up to $500.00 for such offenses regardless of whether or not the merchandise is recovered. I can usually get it cut down some for my clients. An attorney in California handles most of these things. Yours
