Used Car Buy

My daughter bought a used car in Jan. 2005 and agreed to make payments until Sept. 2005. She has been trying to get tags for the car and the dealer keeps telling her next week. Now the car has throw a rod and is useless. We went to the Department of Motor Vehicles and explained that we had no tags to turn in. DVM looked up the owner and surprise...it is still in the old owners name and not the name of the place where she bought it. She still owes 600 bucks and the owner keeps saying he will call me back but has not. Is there a commission place to report this practice? Is she still liable for the rest of the payments? Any information you provide will be helpful. Thanks in advance.

The State of Louisiana has a commission that deals with used car dealers and their licenses. I suggest you contact an attorney to sue the used car dealer to get your money back.
