Legal Question in Intellectual Property in Louisiana

Hi, I am an employer and I have hired a specialist to help me with the e-mails to prospective customers for a substantial payment. I would like to know if I can use these e-mails to send them to other customers as well (with some changes) or I am obliged to pay an additional fee for copyright to the author?

The questions I have are did you purchase the design? If so did you sign an agreement indicating the design is copyrighted? If it was designed for you,usually it Is yours once you have paid for it.
