landlord and tenant dispute

tenant lied to dhap that payed for him 8 months and he call them and said that he moved and that is a lie,he has never turn my keys in and never told me he move

I would inform DHAP first. The tenant kept possession of your property so long as he had the keys and did not return them.

You can file a civil suit in Small Claims Court for any money the tenant owes you. In Jefferson, you would call the Justice of the Peace whose district covers the property. In Orleans, you would file in City Court. Be forewarned, though. If the tenant has nothing to take and no wages to garnish, you may be getting a judgment that can't be collected on.
