what kind of legal action do I need to take against my lanlord if he rfuses to fix my heater?

Louisiana law allows you to take the following action:
First, you must inform your landlord of the problem IN WRITING. Then, if the landlord refuses to fix the problem after a reasonable time, you are allowed to hire a licensed professional to repair the heater and deduct the repair costs from your rent. You simply give your landlord a copy of your receipt and deduct that amount from your rent.
