Car accident question again

A friend of my husband's was driving our car (with my husband in the passenger seat) and ended up hitting a parked car, and did $2,600 worth of damage to our vehicle. He has only paid us $200 on the damage and this happened almost a year ago. He is refusing to pay us anymore, and I was wondering if we could just go ahead and sue him for the remaining amount? We have the police report of the accident, the reciepts when he paid us, and the estimate. Our insurance wouldn't cover ''non-insured'' motorists either.

**I was given advice to file an ''ARTICLE 139'' complaint, but when I read about that, it says if the soldier ''intentionally'' wrecked the vehicle. He didnt do so, but he is refusing to pay for the damage still, and I have no idea what I can do. Thanks in advance for any help!

The best way would be to sue him and his insurance company. The monetary amount is in most cases collectable in small claims court.
